According to what my teachers have told me, Lee Kuan Yew was famous for promoting "Asian values" in his management of the Singapore government bureaucracy. He did not feel that 100% American style democracy was suitable for an Asian area with a multicultural population containing a majority of persons of Chinese ancestry.

Management and imposition of policy by government on the people is a good thing. Some civil liberties are superseded in this process.
